Appel and the Submission of the Single Form

The Single Form can be submitted electronically only, through the eTools system. The eTools automate the preparation, submission and approval of project proposals, project reports and modification requests made by UN Agencies. When we talk about eTools we refer to two different online system: APPEL, managed by humanitarian organisations and HOPE, managed by DG ECHO staff.

HOPE

HOPE is the online database used by ECHO staff (including Field Experts and desks) to appraise the Documents submitted by the UN Agencies and to monitor the Action. HOPE is not accessible by UN Agencies but, during the appraisal process, the UN Agency can check in APPEL the status of its Single Form (submitted, favourable, rejected or approved).

The obligation to use APPEL can only be derogated from in situations of urgency where, for technical reasons, APPEL cannot immediately be accessed by the UN Agency. In these cases, the UN Agency will send the PDF version of its proposal by e-mail to the desk officer responsible for the agreement.

APPEL

APPEL is an electronic exchange system used by the UN agency to:

  • update administrative data
  • to manage the Single Form from proposal to final reporting stage

Through APPEL, The UN agency can create and submit Single Forms. Once the document is submitted through APPEL, it will be automatically transmitted to ECHO, that will assess it thorough HOPE.
